D is the middle name initial. 47 is the number you get if you subtract the year of birth from 100 (this person was born in 1953). 4 is a randomly assigned state filing number, and has nothing to do with birthdate. L is a code for the month the person was born (see below). C is a code for the date they were born (see below).
